Grep/wc replacement for .runs artifacts. Use for: count, extract, Machine Summary, receipt reading, marker counts. Null-safe counting (REQ/NFR/QID/RSK markers), YAML block parsing, BDD scenario counting. Deterministic read-only - no judgment. Use when cleanup agents need mechanical counts/extraction.
