Phase 0: Classification

Before starting, classify the question:

Phase 1.5: Hypothesis Formation

Generate 3-5 testable hypotheses:

  • What are the likely answers?
  • What evidence would confirm/disconfirm each?
  • Track probability as evidence accumulates

Phase 2: Retrieval Planning

  • Break into 3-7 subquestions
  • Plan search queries for each
  • Identify source types needed
  • Set budgets (max searches, max docs)

Phase 3: Iterative Querying

  • Execute parallel searches
  • Score sources (authority, rigor, relevance)
  • Fetch and extract content
  • Update hypothesis probabilities

Phase 4: Source Triangulation

The 2-Source Rule:

  • Critical claims need 2+ independent sources
  • If sources cite the same origin → that's 1 source, not 2
  • Contradictions must be documented, not hidden

Phase 5: Knowledge Synthesis

Required sections:

  • Executive summary
  • Findings by subquestion
  • Decision options + tradeoffs
  • Risks + mitigations
  • "What would change our mind"
