사용자의 간단한 기능 설명을 바탕으로 GitHub 기능 티켓을 자동으로 생성합니다. 프론트엔드, 백엔드, 공통, 인프라 섹션별로 세부 태스크를 체크박스 형태로 작성하고, gh issue create 명령으로 Mockly-Company/.github 레포에 직접 생성합니다. 버그 리포트나 문의가 아닌, 새로운 기능 개발 티켓 생성 시에만 사용합니다.
